To govern a country and its people, we must improve the institutions.In order to build a system that is compatible with the construction of the Hainan Free Trade Port, Sanya has carried out the three-year action of "institutional improvement with innovative implementation" to intensify the brand of "institutional transcendence", which has activated the potential of institutional innovation, generated a range of cases of institutional innovation, and worked hard to find an innovative path of integrated institutions.

Rule of law

①建立国际商事纠纷诉讼、调解、仲裁“三位一体”多元化解机制，极大便利外商、港澳台投资者纠纷解决。该案例获得第二届“海南省改革和制度创新奖”二等奖。

①Establishing the trinity multi-resolution mechanism of litigation, mediation and arbitration in international commercial disputes, which greatly facilitated the settlement of disputes between foreign investors and investors from Hong Kong, Macao and Taiwan. This case won the second prize in the Second "Hainan Reform and Institutional Innovation Award".

②全省率先探索建立市委依法治市委员会重大决策咨询论证专家库，进一步提高市委、市政府科学决策和民主决策水平。

②It took the lead in the province in exploring the establishment of an expert database for consultation and argumentative on major decisions of the Municipal Committee for the Rule of Law, and further improved the level of scientific and democratic decision-making of the municipal Party Committee and the municipal government.

Internationalization:

①推动“零关税”政策落地落实，截至2022年底，已获资质的24家企事业单位共减免税款总额超5000万元。

①The zero-tariff policy has been well implemented. By the end of 2022, a total of over 50 million yuan has been reduced or exempted for 24 qualified enterprises and public institutions.

②推进“双15%”税收优惠政策落地，2022年减免鼓励类产业企业税额7.96亿元，减免高端紧缺人才税额7.21亿元。

②The "double 15%" preferential tax policy has been carried forward. In 2022, the tax on enterprises in encouraged industries was reduced by 796 million yuan, and the tax on high-end talents in short supply was reduced by 721 million yuan.

③全国首创“南繁种业”知识产权特区，首创构建种业知识产权全方位保护体系，首创“育种材料存证与惠益分享”平台，首创设立农业植物新品种审查协作中心，首创植物新品种权被侵权损失保障专属险，促进育种科研高效创新、种业振兴战略高质量实施。

③The city has built the country’s first intellectual property zone of "Nanfan & Seed Industry", pioneered the establishment of a comprehensive protection system for the intellectual property rights of the seed industry, the platform of "breeding materials storage and benefit sharing", the collaborative center for the review of new varieties of agricultural plants, as well as the exclusive insurance against infringement of new plant variety right, to effectively promote the innovation of breeding research and the effectual implementation of the revitalization strategy of the seed industry.

④设立海南第二涉外民商事法庭，对接国际标准，有力推动解决国际商事纠纷。

④The Second Foreign-related Civil and Commercial Court of Hainan has been established to align with international standards and vigorously promote the settlement of international commercial disputes.

便利化：

Facilitation 

①全国首创“植物检疫全国联巡联检、轮流值守、直派驻守”新模式，打造全流程、全方位、无死角的生物安全防控体系。

①Sanya has pioneered a new model of "national joint inspection of plant quarantine, rotating duty and direct assignment to station", creating an all-around biosafety prevention and control system throughout the whole process. 

②全省率先启动辖区涉客船舶和游艇船舶证书“多证合一”改革试点，进一步改善船舶企业的营商环境。

②It took the lead in the province in launching the pilot reform of "integration of multiple certificates" for passenger ships and yacht ships under its jurisdiction to further improve the business environment for shipping enterprises.

③全省率先建立涉海旅游“一船一码”互动式、参与式、体验式治理模式，为消费者“安心消费、便捷消费、满意消费”提供坚实的监管服务保障。

③It took the lead in the province in establishing an interactive, participatory and experiential governance model of "one ship, one code" for sea-related tourism, providing a solid regulatory guarantee for consumers to "consume with relief, convenience and satisfaction".

④崖州湾科技城推行“拿地即开工”和“智慧工地”监管改革，试点水电气报装“一站式”（综合窗口）、“两先行”（技术、安装）、“四个零”（零上门、零材料、零审批、零成本）改革创新，大幅提高审批效率。

④Sanya Yazhou Bay Science And Technology City has carried out the supervision reform of "start immediately after taking the land" and "smart construction site", and has piloted the reform and innovation of "one-stop" (comprehensive window), "two priorities" ((i.e. technical service and installation service) and "four zeros" (i.e. zero visits, zero material, zero approval and zero cost) for water and electric installation, greatly improving the approval efficiency.

⑤中央商务区构建“审查师”+“审批官”+“商代表”服务模式，推行工程建设项目“一建一码”数字化改革，实施工程建设领域“主题式”场景审批，申请材料缩减90%以上，审批时间缩减90%，审批环节缩减80%，跑动次数缩减100%。

⑤The Central Business District has built a service model of "examiners" + "approval officer" + "business representatives", carried out the digital reform of "one project, one code" for engineering construction projects, and implemented "thematic" approval according to different scenarios in the field of engineering construction. The application materials have been simplified by more than 90%, the approval time has been reduced by 90%, the approval process has been cut down by 80%, and the number of visits has been decreased by 100%.

⑥成立三亚市营商环境建设局，全省首宗“带建筑设计方案”落地，着力打造审批更少、流程更优、效率更高、服务更好的一流营商环境。

⑥Sanya Business Environment Construction Bureau has been established, and the first provincial "architectural design scheme" has been implemented to vigorously create a first-class business environment with less approval, better process, higher efficiency, and better services.

“大招商”格局：

Large-scale investment promotion

三亚市通过加快实施“一平台、两机制”（即招商信息管理平台、招商引资考核办法和招商引资管理办法）、启动投资促进“六大行动”、在全省率先成立RCEP（三亚）企业服务中心等系列新办法、新举措，面向全球搭建招商网络体系，不断优化投资结构和营商环境，招商引资工作取得明显进展。“4·13”以来，三亚新增招商引资注册企业7000余家，实际利用外资年平均增长率达68.5%，中免太古商业综合体、华润超级万象城、普华永道“未来空间”、宽窄巷子“海棠故事”、琼港经济合作三亚示范区、中国海南国际文物艺术品交易中心项目等一批重点项目开工建设，中化集团、紫金矿业等众多知名企业相继落户，共享海南自贸港发展新机遇。

By accelerating the implementation of "one platform and two mechanisms" (namely, investment promotion information management platform, investment promotion assessment method and investment promotion management method), launching "six actions" on investment promotion, and taking the lead in establishing RCEP (Sanya) Enterprise Service Center in the province, Sanya has set up a series of new measures to build a global investment network system and continuously optimize the investment structure and business environment. Significant progress was made in attracting foreign investment. After the keynote speech by President Xi Jinping at the Opening of the Boao Forum for Asia Annual Conference 2018, more than 7000 enterprises have been newly registered in Sanya through the endeavor of investment attraction, with an average annual growth rate of 68.5% in the actual use of foreign capital. The construction of several key projects has started, such as the commercial complex of China Duty-Free Group, Taikoo Li, The Mixc, PWC "Reimagine Park", China Lane "Haitang Story", the Sanya Demonstration Zone for Economic Cooperation between Hainan and Hong Kong, and the Hainan International Cultural Relics and Art Trade Center. Numerous renowned enterprises, such as Sinochem Group, Zijin Mining, among others, have settled successively to share new opportunities for the development of the Hainan Free Trade Port.

开放三亚：

An open Sanya

①实现自由贸易账户下外资股权投资便利化监管，为企业提供更高效灵活的跨境金融服务。

①We have facilitated the supervision of foreign equity investment under the free trade account, and provided more efficient and flexible cross-border financial service for enterprises.

②探索海洋水产种质资源跨省协同跨国引育新路径，破解海洋种质资源区域化、品牌化发展瓶颈。

②We have explored a new path for the trans-provincial cooperation and transnational introduction of marine aquatic germplasm resources and cracked the bottleneck of regional development and branding of marine germplasm resources.

③建立包容审慎监管机制，支持各类商事主体健康规范发展，加快形成公平、开放、统一、高效的市场环境。

③We have established an inclusive and prudent regulatory mechanism, support the healthy and standardized development of various commercial entities, and accelerated the formation of a fair, open, unified, and efficient market environment.

创新三亚：

An innovative Sanya

①全国首创海域使用详细规划，合理配置三亚市海域资源，促进海洋产业协调发展。

①The detailed plan for the use of sea area is the first of its kind in China to rationally allocate sea area resources in Sanya, so as to promote the coordinated development of marine industry.

②建立旅游服务标准化体系，首发冲浪、游艇、民宿、餐饮等行业高质量服务标准，海鲜餐饮行业监督管理办法全国领先，2022年第三批旅游标准化试点考评全省第一。

②We set up the standardization system in tourism service, by firstly releasing high-quality service standards for surfing, yachts, homestays, catering, and other industries and leading in regulation of seafood catering industry. In 2022, Sanya won the first place in the third batch of the pilot evaluation of tourism standardization.

③“空地组网”推动低空空域管理改革，满足人民群众享有安全、便捷、优质的航空消费服务需求。该项案例获得第二届“海南省改革和制度创新奖”三等奖。

③The "air-to-ground network" has promoted the reform of low-altitude airspace management and met the people's demand for safe, convenient and high-quality aviation services. This case won the third prize in the second "Hainan Province Reform and Institutional Innovation Award".

④创新建立“政府+市场+协会”（“三函一简报”+“两会一库”+行业协会）旅文行业监管机制，持续改善旅游市场秩序。

绿色三亚：

①全国首创生态环境风险防范体系，首度填补保税维修和再制造良品率和合格率的规范空白。

①We have built the first prevention system for ecological environment risk in China and the first to fill the blank in regulating the bonded maintenance and re-manufacturing yield.

②全国首创整村联保生态直补的补偿方式，在保护生态环境的同时增加农民收入。

②We have pioneered the method of joint guarantee and direct subsidy for ecological protection in the whole village, which has not only guarded the ecological environment but increased farmers' income.

③全省率先开展创新生态补偿机制的探索，推进赤田水库上下游补偿工作，赤田水库工程被水利部认定为标准化管理工程。

③We took the lead in exploring innovative ecological compensation mechanisms in the province, and promoted the compensation work upstream and downstream of Chitian Reservoir. The Chitian Reservoir project was recognized as a standardized management project by the Ministry of Water Resources.

④以海棠区、崖州湾科技城为试点，构建生态系统生产总值（GEP）核算体系，探索建立生态产品价值实现机制，完善生态保护补偿制度。

④By taking Haitang District and Yazhou Bay Science and Technology City as pilot projects, the GEP accounting system has been established, the value realization mechanism of ecological products has been explored, and the compensation system for ecological protection has been improved.

诚信三亚：

An honest Sanya

①优化招标流程，强化招标条件审查，有效解决投资项目历史遗留问题。

①We have optimized the bidding process, strengthened the review of bidding conditions, and effectively solved historical problem.

②建立健全社会信用体系制度，推动形成守信光荣、失信可耻的良好社会氛围。三亚在2019至2021年海南省信用体系建设考核工作中连续三年获优秀等次。

② We have established and improved social credit systems and institutions, promoting the formation of healthy social conduct in which keeping faith is honorable and breaking faith is shameful. From 2019 to 2021, Sanya had got excellent results for three years in a row in the Credit System Construction Assessment of Hainan Province.

③建立健全常态化联系民企、畅通民企意见反馈和案件申诉、涉案企业合规审查等机制，实现民营企业涉检诉求快速无缝对接。

③ We have established and improved mechanisms for regular contact with private enterprises, smooth feedback of their opinions and case appeals, and compliance review of enterprises involved in the case, so as to rapidly and seamlessly resolve the problems encountered by private enterprises related to inspections.

④创新发布旅游文化市场诚信建设管理制度和工作实施细则，营造诚信经营良好环境。

④ We have released the management system and rules for the construction of honesty and faithfulness in the tourism market in an innovative way, which has created a healthy environment for integrity management.

A happy Sanya

①实行“一网统管，巡办分离”网格管理模式，有效提升基层治理现代化水平。

①A grid management model of "managed by one network while separate inspection and operation" has been implemented, effectively upgrading the level of modernization of grassroots governance.

②实行“区域医保总额预付+紧密型医联体”医改新模式，均衡配置医疗卫生资源。该案例作为国务院第五次大督查发现的典型经验做法获国务院通报表扬。

②We have implemented a new medical reform model of "prepayment of regional medical insurance + compact medical treatment alliance", and balanced allocation of medical and health resources. This case was commended by the State Council as a typical empirical practice after the fifth inspection.

③创新出台学区化集团化办学工作联席会议制度和促进基础教育高质量发展的实施方案，布局“一区一名校”，推动全市教育均衡化发展。

③We have introduced the joint conference system for school-running by school districts and collectivized schools as well as the implementation plan for promoting high-quality development of basic education, and made "one famous school in every district" as an overall arrangement to promote the balanced development of education in our city.

②We have built a "cloud supervision" system empowered by sci-tech capabilities to constantly regulate the exertion of power, and build a benchmark for the clean-handed park.

To set an example of clean industrial park and build a clean environment for engineering projects, since October 2022, Sanya Yazhou Bay Science and Technology City Development and Construction Co., Ltd. has added Transparent Cooperation Agreement into the EPC Contract. All the new construction projects are required to sign this agreement together with other contracts. And this agreement has equal legal validity and effect as the main contracts.

③ One QR Code for One Engineering Project

“一建一码”即对三亚中央商务区所有工程建设项目的全生命周期赋予一个二维码，监管、执法人员和社会大众只需通过手机扫一扫功能即可实时查询项目具备的各种证照信息、许可期限、监管信息以及信用信息。

All the on-going engineering projects in Sanya Central Business District will be given QR codes, supervision, law enforcement personnel and the public can have access to their real-time certifications, license periods, supervision information and credit information by scanning the codes with the smart phones.

④“RCEP（三亚）企业服务中心”

④“RCEP (Sanya) Enterprise Service Center”

RCEP（三亚）企业服务中心是促进三亚成为与RCEP成员国企业双向经贸投资、科技创新、产业协作的外向型国际化服务载体，将为企业提供注册登记、行政代办、证照申领协调、专业化咨询和政策解读等企业全流程服务。

RCEP (Sanya) Enterprise Service Center is an export-oriented international service platform which helps Sanya and enterprises from RCEP member states to reach bilateral economic and trade investment, technology innovation and industrial cooperation. It will provide full-process services for enterprises including registration, administrative agency, license application and coordination, professional consulting and policy interpretation.

⑤“赤田水库水环境质量”

⑤“Water Environment Quality of Chitian Reservoir” 

赤田水库流域生态补偿机制创新试点工作开展以来，赤田水库流域水质稳定为优，各断面水质均连续保持优良。2023年1月，赤田水库取水口断面总磷浓度为0.011mg/L，同比下降45%；高锰酸盐指数浓度为1.9mg/L，同比下降45.7%，化学需氧量为7.50mg/L，同比下降25%；五日生化需氧量为0.20mg/L，同比下降83.3%。

Since the start of innovation pilot work of ecological compensation mechanism, the water quality in Chitian reservoir basin and its each section has been stable and good. According to the data collected in Jan 2023, the total phosphorus concentration in the water intake section of Chitian Reservoir was 0.011 mg / L, a drop of 45% year on year; the permanganate index concentration was 1.9 mg / L, down 45.7 % year on year; the chemical oxygen demand was 7.50 mg / L, down 25 % year on year; and the five-day biochemical oxygen demand was 0.20 mg / L, a year-on-year decrease of 83.3 %.

⑥“多证合一”证书 

⑥Certificates Merging

“多证合一”是指将《船舶国籍证书》《油污损害民事责任保险或其他财务保证证书》《船舶自动识别系统AIS标识码证书》等9本涉及船舶航行权的船舶证书合为1本《海南省船舶安全与防污染证书》，解决船舶证书多、有效期限不一致等管理不便的问题。

To solve the issue of administration inconvenience due to too many shipping certificates and inconsistent validity period, the Certificate of Registry, Insurance or Other Financial Security Certificate for Civil Liability Against Oil Pollution Damage, AIS Certificate and other 9 certificates involving ship navigation rights will be integrated into one Hainan Ship Safety and Pollution Prevention Certificate.

⑦“一船一码” 

⑦“One Code for One Ship”

三亚在全国率先建立涉海旅游“一船一码”互动式、参与式、体验式治理模式，并依托海旅游“一船一码”综合管理服务平台，对管辖水域停泊、航行或营运的游艇等涉客船舶赋予“一船一码”（船舶二维码），打造“有事必应，无事不扰”互联网一体化监管模式。

Sanya is the first in China that implements the interactive, participatory and experiential governance model of “One Code for One Ship” in marine tourism. Relying on the “One Code for One Ship” Comprehensive Management Services Platform and giving a code (ship QR code) to each ship such as the yachts berthing, sailing, or operating in the jurisdictional waters, the city built an integrated online regulatory model which is quickly responsive to needs.

三亚通过开展品种生育期研究，摸索出一批兼顾经济效益和生态效益的“育种+水稻+绿肥”“瓜菜+制种+绿肥”“瓜菜+水稻+绿肥（水稻）”“瓜菜+瓜菜+水稻（绿肥）”等生态高效轮作模式，确保粮食丰产丰收、农业提质增效、耕地持续改良、农民稳定增收，有效实现了“钱粮双丰收”。

By conducting research on the fertility of varieties, Sanya has developed multiple ecological efficient crop rotation modes such as “breeding + rice + green manure” , “melon + seed production + green manure”, “melon and vegetable + rice + green manure (rice)” or “melon and vegetable + rice (green manure)” which balance both economic and ecological benefits. In this way Sanya can ensure a good yield of grain, agricultural quality and efficiency, continuing improvement of the soil, increasing income of farmers, and finally achieve “double harvest of money and grain”.

物联网溯源电子秤可实现对海鲜产品价格实时监测，基于电子秤等前端数据采集平台针对商品种类、称重重量、单价、总价等数据实时更新上报系统，并能同步查询相关数据，后台进行数据整理后向政府监管平台提供综合信息服务，为大数据分析平台提供数据支撑。

The IOT Traceable Electronic Scale can monitor the price of seafood in real time, report information including types, weight, unit price and total price of commodities based on the front-end data such as electronic scales, query synchronic data, providing comprehensive information services to the government supervision platform after data collation and data to the big data analysis platform.

⑩“Letter of Appointment for Experts of the Consultation and Demonstration Expert Database of Major Decisions of the Sanya Rule of Law Municipal Committee of the Communist Party of China”

三亚在全省率先组建市委依法治市委员会重大决策咨询论证专家库，汇聚包括10名“两院”院士在内的93位专家，是三亚“制度建设执行创新”三年行动中的一项重要成果。2023年2月15日，三亚市举行中共三亚市委全面依法治市委员会重大决策咨询论证专家库专家聘任仪式，为专家代表颁发聘书。

As a key achievement of the three-year system building, execution and innovation initiative, Sanya is the first city in Hainan that built a Consultation and Demonstration Expert Database of Major Decisions of the Sanya Rule of Law Municipal Committee of the Communist Party of China which engages 93 experts, including 10 academicians of the Two Academies. The city held an appointment ceremony on Feb 15, 2023, granting the letter of appointment for experts.
