在三亚城市空间发展脉络的基础上，构筑“山海联动、陆海统筹、三城并举、区域协同”的国土空间开发保护总体格局。
以“山海联动”保育我国唯一性价值的热带陆海生境，锚固“一心、一带、三河、五廊”的生态保护格局。
以“陆海统筹”落实海洋强国战略，科学保护和利用海洋。通过陆海交通、产业、保护与修复等方面的联动，实现陆海统筹发展。
以“三城并举”引领城镇发展格局，构筑产城融合，职住服均衡的三大城区，即大三亚湾中心城、海棠湾国际旅游消费城、崖州湾科技城。
以“区域协同”共建三亚经济圈。按照规划共绘、设施共联、市场共构、产业共兴、品牌共推、环境共建、空间共享的总体要求，联动陵水、乐东、保亭一体化发展。
On the basis of the urban space development sequence of Sanya, the overall pattern of national land space development and protection of "mountain-sea linkage, land-sea coordination, simultaneous development of three cities, and regional coordination" is constructed.
The only valuable tropical land and sea habitat is conserved with mountain-sea linkage to anchor the ecological protection pattern of "one core, one belt, three rivers and five corridors".
The maritime power strategy is implemented with the land-sea coordination to scientifically protect and utilize the sea. Land and sea transportation, industry, protection, repair and other aspects are linked to achieve the overall development of land and sea.
The development pattern of cities and towns is led with the "simultaneous development of three cities" to construct three urban regions with city-industry integration and job, housing and service balance, namely, Large Sanya Bay Central City, Haitang Bay International Tourism Consumption City, and Yazhou Bay Technology City.
Sanya Economic Circle is jointly constructed with the "regional coordination". The integrated development of Lingshui, Ledong and Baoting will be linked in accordance with the general requirements of joint planning, linked facilities, joint construction of market, joint development of industry, joint promotion of brand, joint construction of environment and shared space.

海棠湾位于三亚市东部，拥有22公里长的海岸线，14公里长的原生态内河水系，8平方公里的潟湖湿地，被誉为“中国国家海岸，世界度假天堂”。海棠湾将围绕旅游消费打造综合引领区，对标全球各主要经济体顶级一站式旅游目的地城市，形成以购物娱乐、海洋文化、主题会展和健康医旅四大消费体验为核心的产业功能体系。
Haitang Bay is located in the east of Sanya City. It has a 22-kilometer-long coastline, a 14-kilometer-long original ecological inland river system, and an 8-square-kilometer lagoon wetland. It is known as "China's National Coast and the World's Holiday Paradise". Haitang Bay will build a comprehensive leading area around tourism consumption, benchmarking with the top one-stop tourism destination cities in major economies around the world, and forming an industrial function system with four major consumption experiences, namely, shopping and entertainment, marine culture, thematic conventions and exhibitions, and health and medicine tourism, as its core.

亚龙湾位于三亚市区东南28公里处，是一个半月形海湾，全长约7.5公里，是海南名景之一。亚龙湾集中了现代旅游五大要素：海洋、沙滩、阳光、绿色、新鲜空气于一体，呈现明显的热带海洋性气候，适宜四季游泳和开展各类海上运动。
Located 28 kilometers southeast of Sanya City, Yalong Bay is a half-moon-shaped bay with a total length of about 7.5 kilometers. It is one of the famous scenic spots in Hainan. Yalong Bay integrates five major elements of modern tourism: ocean, beach, sunlight, green, and fresh air. It presents a distinct tropical marine climate, suitable for swimming and various sea sports throughout the year.

1.疍家人——在三亚后海和南边海聚居着一个名叫“疍家人”的群体，其主要分布在后海及南边海一带，靠捕鱼为生。“疍家”这一称谓的由来，有人认为是因为他们常年以舟辑为家，生活在海上，如蛋壳漂泊于海面，所以称为“疍家”；也有人认为疍家人常年在海上与风浪搏斗，生存环境险恶，谋生手段独特，生命无保障，如同蛋壳般脆弱，故称为“疍家”。他们始终保持乐观向上的生活态度，独具特色的“疍歌”已被列入国家级非物质文化遗产名录。

2.南繁人——是指每年秋冬季节育种专家们来到北纬18°线以南，在三亚、陵水、乐东等地从事农作物育种工作的人。

3.美丽乡村——2013年4月9日上午，习近平总书记到位于博后村的亚龙湾兰德玫瑰风情产业园考察，留下了“小康不小康，关键看老乡”的深情寄语。殷殷嘱托催人奋进。十年来，博后村大力发展花卉产业和特色民宿产业，实现了脱贫致富奔小康的梦想，成为远近闻名的网红打卡点，获得了“全国乡村旅游重点村”“中国美丽休闲乡村”等荣誉称号。

4.深海科研团队——中国科学院深海科学与工程研究所“探索二号”船团队于2020年6月在三亚组建，作为海上平台的建设者和海试任务的领航员，至今累计在海上工作近1000天，保障船舶安全航行总航程46437海里，共服务来自国内外的科学家约1210人次，完成综合性科考及作业50次。特别是“奋斗者”号潜水器，创造了中国载人深潜10909米的纪录，让中国成为万米载人深潜的国家。
4. Deep-sea Research Team——The team of "Tansuo Erhao" vessel of the Institute of Deep-sea Science and Engineering, CAS was established in Sanya in June 2020. As the builder of the offshore platform and the navigator of the sea trial mission, it has worked at sea for nearly 1,000 days, guaranteed the safe navigation of the vessel for a total of 46,437 nautical miles, served about 1,210 scientists at home and abroad, and completed comprehensive scientific research and operations for 50 times. In particular, the "Fendouzhe" submersible set a record of 10,909 meters of manned dive in China, making China the country of 10,000 meters of manned deep dive.
5.国家队运动员——三亚气候条件得天独厚，体育运动群众基础好，适宜开展多种运动项目的冬季训练，吸引了沙滩排球等国家队运动员每年在此冬训。中国女子沙滩排球队一路成长为世界沙排界强队，三亚训练基地功不可没。国家队运动员来到三亚、融入三亚，也带动了三亚群众体育和旅游业发展。

10.克利伯环球帆船赛——是世界上最长的远洋航海比赛，被公认为全球范围内最艰难、最考验耐力的环球航海赛事之一。三亚市连续举办2017-2018、2019-2020两个赛季克利伯环球帆船赛，三亚号在2017-2018赛季荣耀问鼎年度总冠军，成为这个享誉世界的环球帆船赛事创办20年来，第一支获得年度总冠军的中国赛队。
10.The Clipper Round The World Yacht Race is the longest ocean sailing race in the world, and is recognized as one of the most difficult and endurance-testing round the world sailing events. Sanya has successively held the 2017-2018 and 2019-2020 Clipper Round The World Yacht Race. The Sanya Sailboat won the annual championship in the 2017-2018 season, becoming the first Chinese team to win the annual championship since the establishment of this world-renowned ocean sailing race 20 years ago.
